No person or entity shall collect garbage mixed household waste, recyclable waste, refuse, or solid waste, or rubbish within the city limits unless permitted to do so by the city or under contract with the city, except such person’s unless otherwise by contract or permit approved by the City Clerk and issued by the Clerk.
