From and after the effective date hereof, all corporations, companies and associations not incorporated under the laws of the state which are engaged in effecting fire insurance upon property within the corporate limits of the village shall pay to the village treasurer, for the maintenance, use and benefit of the village fire department, a sum equal to two percent (2%) of the gross receipts received by their agencies from insurance on such property within the corporate limits of the village.
