3-1-3-2: INTERGOVERNMENTAL COOPERATIVE PURCHASING AGREEMENTS:
   A.   The village is authorized to enter into intergovernmental agreements including, but not limited to, an intergovernmental agreement with national joint powers alliance, also known as NJPA. The village is authorized to enter into a participating membership agreement with NJPA. As a participating member, the village is authorized to make purchases of goods, services and equipment on behalf of the village for public purposes and the use of the citizens of the village. Upon entering into a participating purchase agreement, the village may, as a participant, purchase goods, services, materials and equipment through the NJPA for public purposes and the benefit of the citizens of the village.
   B.   The village is authorized to enter into cooperative intergovernmental purchasing agreements with any appropriately authorized cooperative intergovernmental purchasing unit which has been authorized by a state or other legal means to assist public municipalities in cooperative purchases of goods, materials and services, which could be better provided to the village by cooperative purchasing.
