Except as otherwise provided in this chapter, an application for designation of an overlay district shall be considered in accordance with the procedure established for the amendment of this title found at section 10-3-3 of this title. For purposes of considering an application for designation of an overlay district, any references in section 10-3-3 of this title to an application or proposal for an amendment shall be construed as a reference to an application or proposal for designation of an overlay district.
