No structure shall be constructed or erected on a lot or tract of land or moved to a lot or tract of land which does not abut a public street or permanent easement of access to a public street. Such easement shall have a minimum width of twenty feet (20') unless an easement of less width was on record prior to the effective date hereof. (Ord. 740, 4-7-1970)
