Whenever any person shall do any work which shall require the digging up, use or occupancy of any street, alley, highway or public ground, such person shall, during the nighttime, put up and maintain such barriers and lights as will effectually prevent accidents in consequence of such digging up, use or occupancy of said street, alley, highway or public ground.
