Any village police officer who observes any person violating any of the provisions of this chapter is authorized to seize the offender's skateboard, roller skates, bicycle, scooter, in-line skates or other similar recreational devices and to hold same in the village police station. In the event of such seizure, the offender, if an adult, may secure the return of the article after twenty four (24) hours have elapsed since the seizure. In the case of a minor, the articles seized may be returned only to the parent or guardian of such minor offender, after twenty four (24) hours have elapsed since the seizure.
