7-3-2: PROHIBITED ACTS:
It shall be unlawful for any person to participate or engage in any of the following acts:
   A.   Ride, propel or in any manner operate a skateboard, scooter, roller skate, in-line skate, bicycle or similar self- propelled device upon any public way, public street, public sidewalk, public alley or public place located within the specified business center area or Tower Park/village hall area.
   B.   No person shall ride, propel or in any manner operate a skateboard, scooter, roller skate, in-line skate, bicycle or similar self-propelled device in the specified business center and on, along or over any pedestrian walkway, privately owned roadway or parking area situated within a business center located anywhere within the village where a sign has been posted prohibiting such activity.
   C.   No person riding upon a skateboard, bicycle, scooter and/or using roller skates or in-line skates or similar self- propelled device shall go upon any roadway or sidewalk in such a manner as to endanger the safety of the skateboard, bicycle or scooter rider, and/or roller skater, in-line skater or pedestrians. When operating a skateboard, scooter, bicycle, roller skates, in-line skates or similar self-propelled device upon any street, a skateboard, bicycle or scooter rider and/or roller skater or in-line skater, or anyone using a similar device, shall ride with the flow of traffic and ride as close to the curb as possible and/or shall not restrict the flow of traffic.
   D.   No person shall operate a skateboard, scooter, roller skates, bicycle, in-line skates or similar self-propelled device upon a street or sidewalk during the hours between a half hour after sunset and a half hour before sunrise without wearing a reflective device on both the front and back of the skateboard, bicycle or scooter rider and/or roller skate or in-line skate user.
   E.   Any person riding or operating on a skateboard, scooter, roller skates, bicycle, in-line skates or similar self-propelled device shall not attach the same or himself to any moving vehicle upon any roadway. (Ord. 2003-1212, 4-1-2003)
   F.   1. No person shall ride, propel or in any manner operate a skateboard, scooter, roller skates, in-line skates, bicycle, or similar self-propelled device on any private property or within a specified business center where signs have been posted at the entrance or displayed properly on the property prohibiting the use of skateboards, roller skates, in-line skates, scooters, bicycles or similar self-propelled device and has accomplished the following:
         a.   Posted a sign, as described below, along each exterior entrance to a shopping center, which is in plain view of pedestrians and motorists. Additional signs as described below may be posted within the interior of the shopping center. These signs shall be continually maintained by the owner or manager of the private property. It shall be the responsibility of the owner of the private property to erect a sign of prohibition in conformity with this chapter.
         b.   Delivered a written notification to the chief of police, not less than twenty four (24) hours prior to posting the signs described below, that invokes the provisions of this chapter as of a certain date which shall be specified in the notice.
      2.   The manager or owner of the private property may withdraw the sign and the property from the provisions of this chapter by removing the signs required by this chapter and notifying the chief of the police in writing of such withdrawal. The manager or owner shall deliver a written notification to the chief of police, not less than twenty four (24) hours prior to posting the signs as described in this subsection, that invokes the provision of this section, as of a date certain, which shall be specified in the notice.
