7-3-1: DEFINITIONS:
The following definitions apply to this chapter:
   BICYCLE: A device with two (2) or three (3) wheels in tandem, propelled by pedals and having handlebars and a saddlelike seat.
   BUSINESS CENTER: An area where there is located the privately owned real property upon which a business/commercial development is situated, which development is open to the general public and primarily devoted to retail sales and services from shops and stores situated therein, although, it may also contain some offices and eating places, as well as other accessory uses compatible with a retail sales shopping area.
   MINOR: A person who has not obtained the age of eighteen (18) years. A person who has obtained the age of eighteen (18) years is of legal age for all purposes under this chapter.
   MOTORIZED SCOOTER: A scooter or scooter cart which is motorized and powered by a battery or similar device to be used only by a disabled person.
   PEDESTRIAN WALKWAYS: Those areas of walkways in the business center which are open to the general public exclusively for persons who are walking or otherwise afoot or in wheelchairs.
   PRIVATELY OWNED ROADWAYS AND PARKING AREAS: Those areas in the business district which are open to the general public for vehicular traffic and parking, and for persons who are walking or otherwise afoot or in wheelchairs.
   PUBLIC PLACE: All publicly owned buildings and grounds and all privately owned buildings and grounds which are customarily open to the public.
   PUBLIC WAY: Any and all streets, alleys, sidewalks, and rights of way in the village of Peoria Heights.
   ROLLER SKATE OR IN-LINE SKATE: A shoe or similar device worn on the foot that has wheels or a cylindrical device affixed to its sole and which would enable the wearer to skate or propel oneself in sidewalks, gutters, streets or hard surfaces.
   SCOOTER: A platform or footboard mounted between two (2) wheels controlled by an upright steering handle and which is propelled by human power and/or motorized power.
   SIDEWALK AND STREET: Refer to any public sidewalk or street within the specified business district or other specified public property.
   SKATEBOARD: A mechanism on wheels, often resembling wheels on roller skates, which are fastened to a platform, commonly constructed to accommodate a standing person. Skateboards are normally propelled by the operator pushing off the ground with one foot or by force of gravity.
   SPECIFIED BUSINESS CENTER: That area beginning at the intersection of Glen Avenue and Prospect Road, then proceeding one block east on the north side of Glen Avenue to the intersection of Glen Avenue and Columbus Avenue and then proceeding southerly along the west side of Columbus Avenue to the intersection of Columbus Avenue with Marietta Avenue and then proceeding west on the north side of Marietta Avenue to the east side of the intersection of Marietta Avenue and Prospect Road, then proceeding north on Prospect Road to Kelly Drive and then west on the south side of Kelly Drive until its western termination point and then north on Kelly Drive to the north side of Kelly Drive and then east on the north side of Kelly Drive to Prospect Road; then north on Prospect Road to Seiberling Avenue, then west on Seiberling Avenue until it terminates at the private property line at its westerly edge and then north along the westerly edge along Seiberling Avenue to the north side of Seiberling Avenue and then east to Prospect Road; then north on the west side of Prospect Road to the south side of Duryea Avenue, then west on the south side of Duryea Avenue to Atlantic Avenue and then north on the east side of Atlantic Avenue to Glen Avenue and then east on the south side of Glen Avenue to the intersection with Prospect Road, being the point of beginning. The "specified business center" shall include, as to any public way described in the "specified business center", all of the public sidewalks contiguous to a public street that are described in the "specified business center".
   TOWER PARK/VILLAGE HALL AREA: An area beginning at the intersection of Glen Avenue with Prospect Road then proceeding west along the north side of Glen Avenue to Park Avenue then north along the west side of Park Avenue to the intersection with the north line of Kingman Avenue, then east on the north side of Kingman Avenue to the intersection with Euclid Avenue; then westerly along the southwesterly side of Euclid Avenue to where the extended line of the north side of Park Place intersects with the north line of Euclid Avenue, then southeasterly along the northeasterly line of Euclid Avenue to the intersection with the north line of Kingman Avenue, then easterly along the north line of Kingman Avenue to the intersection with the west line of Prospect Road and then south along the west line of Prospect Road to the intersection with Glen Avenue, being the place of beginning. The "Tower Park/village hall area" shall include, as to any public way described in the "Tower Park/village hall area", all of the public sidewalks contiguous to a public street that is described in the "Tower Park/village hall area".
