6-1-4: PROCEDURE FOR HIRING OFFICERS:
   A.   Intent: It is the intent of this section that the police chief have more responsibility and authority in the hiring of probationary patrol officers than is presently permitted by state statutes. (Ord. 1072, 2-2-1993)
   B.   Examinations: The board of police commissioners shall develop and supervise examinations to determine qualified persons for placement on an open panel of applicants for the position of probationary patrol officer and shall determine the procedures therefor. Such examinations shall be practical in character and relate to those matters which will fairly test the capability of the persons examined to discharge the duties of the position to which they seek appointment. The examinations shall include written and oral components and tests of physical qualification and health. Any person who is a citizen of the United States and who is not disqualified from taking such examination by rules of the board of police commissioners and who meets the qualifications and conditions required of applicants by 65 Illinois Compiled Statutes 5/10-2.1-1 et seq., may, upon proper application, submit to such examination without charge.
   C.   Certification Of Passing Score; Effect: The board of police commissioners shall certify the names of all applicants who have received a passing score on the written component and agility test. Said certification shall remain in effect for two (2) years from the date certified, after which time, it shall automatically expire unless extended by action of the village president and board of trustees upon the request of the board of police commissioners.
   D.   Notice To President And Commissioners Of Vacancy Or Request For Additional Officer: The police chief shall notify the village president and board of police commissioners of an existing vacancy or request to make an addition to the work force. Pursuant to said notification, the village president shall authorize the board of police commissioners to select an applicant or applicants from the open panel of applicants for patrol officers, considering the applicants' qualifications including, but not limited to, test scores, experience, education, training, particular job skills, and the needs of the police department.
   E.   Certificate Of Appointment: The board of police commissioners, in consultation with the police chief, shall issue a certificate of appointment of an applicant qualified to be hired as a probationary patrol officer determined by oral interview, background investigation, medical and/or psychological examination and polygraph examination.
   F.   Conflicting Provisions Repealed: All rules and regulations of the board of police commissioners and ordinances of the village in conflict with the provisions of this section, to the extent of such conflict are hereby repealed. (Ord. 1072, 2-2-1993; amd. 2016 Code)
