6-1-3: DEPUTY CHIEF OF POLICE:
   A.   Position Established: The position of deputy chief of police of the village is established.
   B.   Qualifications And Appointment:
      1.   Qualifications:
         a.   The deputy chief of police of the village shall be chosen from any rank of sworn, full time officers, but the appointee must have at least three (3) years of full time service as a police officer with the village.
         b.   The deputy chief of police shall have the ability to complete the necessary paperwork for the department and the chief of police.
         c.   The deputy chief of police must be able to present himself well with the public and be able to interact with other police departments.
      2.   Appointment: The deputy chief shall be an exempt rank, immediately below that of chief of police, and the deputy chief shall serve at the discretion of the chief of police. The deputy chief of police shall be appointed and hired by the chief of police.
   C.   Training:
      1.   The deputy chief of police shall be in compliance with the standards set forth by the Illinois state training board.
      2.   The deputy chief of police will complete the supervisory schooling as mandated by the state of Illinois. Cost for attending the mandated supervisory schooling shall be paid by the village. Any costs for tuition in attending the required schooling shall first be approved by the village board of trustees.
   D.   Supervised By Chief; Purpose: The deputy chief of police shall report directly to the chief of police. The primary purpose of the deputy chief of police is to serve as the supervisor to the second, third and fourth shifts of the village police department.
   E.   Job Summary And Job Functions: The deputy chief of police is responsible for the duties assigned by the chief of police. In addition, but not limited to, he has the primary responsibility of management, oversight and control of the department as established by this code, state law, and departmental directives, and duties as established by the chief of police. The essential job functions of the deputy chief of police shall be as follows:
      1.   Serve as supervisor to the department, second shift, and other shifts as assigned by the chief of police.
      2.   Either work second, third, or fourth shifts, depending on the needs of the department.
      3.   Work patrol/plain clothes and have supervisory responsibilities.
      4.   Be responsible for direct supervision when the chief of police is not present and responsible for documentation of citizen complaints.
      5.   Be responsible for job evaluations and commending officers for job performance above and beyond their duties. This information will be forwarded to the chief of police.
      6.   Be responsible for preparing a monthly schedule of personnel.
      7.   Follow all department policies, memorandums, orders and rules and regulations of the department.
      8.   Be assigned to certain internal affairs investigations that are designated by the chief of police.
      9.   Be provided an unmarked vehicle for official use only.
      10.   Be responsible for any and all duties assigned by the chief of police. (Ord. 2006-1266, 7-18-2006)
   F.   Compensation: The salary of the deputy chief of police shall be determined from time to time by the village board of trustees.
   G.   Days Off And Vacation: Days off and vacations will be assigned by the chief of police.
   H.   Removal Or Discharge: The deputy chief of police may be removed or discharged by the chief of police without cause. Any person who is appointed as deputy chief of police and is discharged or removed from the position of deputy chief of police shall revert to the rank held immediately prior to his appointment as deputy chief of police.
