4-6-14: RECORDS AND REPORTS:
   A.   Record Of Purchases:
      1.   Every licensee shall keep at the licensed location a register on multicopy forms provided by the chief of police in which shall be accurately entered all of the following information:
         a.   A succinct and accurate description of all property taken (excluding junk/scrap), purchased or received in the course of the business licensed under this article including:
            (1)   Type of article.
            (2)   Brand name/make/manufacturer.
            (3)   Model number.
            (4)   Serial number.
            (5)   Color/finish.
            (6)   Any other identifying marks, writings, engravings, etc.
         b.   Clear photograph of any property using LeadsOnline cameras.
         c.   Seller's full legal name, date of birth, and address. Also required is a color copy or photograph of a valid and current government issued photo ID containing the aforementioned information.
         d.   The amount given or loaned to such person and the terms thereof.
         e.   The signature of the employee who received the property.
         f.   A signed statement of the person from whom the property was obtained affirming that he is over eighteen (18) years of age and lawful owner of the property which is clear of all attachments.
      2.   Entries made in the register shall be printed or typed and shall be legible. All entries shall be made immediately upon receipt or purchase of any property. The register shall be open to inspection by any law enforcement officer during the performance of their duties during normal hours of operation.
      3.   a. Effective January 1, 2015, all licensees are required to use the LeadsOnline system for keeping records under this chapter. The chief of police shall provide information on obtaining the software and hardware necessary for this purpose.
         b.   All licensees shall subscribe to and participate in "leadsonline.com", the current software based tracking system approved by the chief of police. Any article deposited, pawned or pledged shall be entered into leadsonline.com and downloaded into the database within twelve (12) hours of receipt of the article. LeadsOnline may be substituted in the future at the discretion of the chief, however substitution shall be made with ample notice to licensees to allow for compliance.
   B.   Reports To Chief Of Police; Exemptions:
      1.   It shall be the duty of every licensee under this article to (upon request) have available for delivery to the chief of police or designee a legible, correct, and complete copy of the register for the period of time as specified.
      2.   No person shall be required to furnish such description of any new property purchased from manufacturers or wholesale dealers having an established place of business, or of any goods purchased at open sale, or from a bankrupt stock. Such goods must be accompanied by a bill of sale or other evidence of open and legitimate purchase and must be shown to the chief of police and members of the police department, when demanded.
