(a) No person shall place or knowingly drop upon any ditch, storm water drainage area or swale any debris, leaves, wood, dirt, bottles, glass, wire, or any other article which may slow, retard or stop water from flowing in said ditches, storm water drainage area or swale.
(b) Any person who drops, permits to drop or places or permits the placement of said debris shall immediately remove the same.
(c) Any person who violates this section shall be guilty of a minor misdemeanor and each day shall constitute a separate and distinct offense.
