521.12 PLACING MATERIAL IN STREETS; OBSTRUCTING CULVERTS, DRAINS OR WATERCOURSE.
   (a)   No owner, occupant or person in charge of any lot or parcel of ground shall cause or permit the deposit within the right of way of any public street or in any ditch, culvert, drain or natural watercourse, leaves, noxious weeds, cut or uncut vegetation, dirt, litter, refuse or any other substance which might obstruct said culvert, drain, ditch or natural watercourse.
   (b)   Whenever the Police Chief or Building Inspector, from examination and report finds that such a condition as prohibited in subsection (a) hereof exists on any lot or parcel of ground within the Village, said official shall serve written notice on the owner, lessee, agent or person in charge of said lot or parcel of ground directing him to abate such condition within seventy-two hours.    (c)   Whoever violates this section is guilty of a misdemeanor of the third degree.
