The permit application may be refused or cancelled by the Mayor or Chief of Police if:
(a) The time, place, size or conduct of the parade, procession, race, run or assemblage would unreasonably interfere with the public convenience and safe use of the streets and highways;
(b) The event would require the diversion of such number of police officers as to deny normal police protection to the Village;
(c) The event would unreasonably interfere with the movement of emergency vehicles to other areas of the Village;
(d) The information contained in the application is found to be false or nonexistent in any material detail; or
(e) An emergency, such as a fire or storm, would prevent the proper conduct of the parade, procession, race, run or assemblage.
