(a) An application fee of $25.00 shall be collected by the Fiscal Officer upon receipt of a completed application. Said fee must be paid before a permit may be granted.
(b) If the application requires the use of any Village facility or if any Village service will be required for the parade or public assemblage, the applicant shall pay the charges for those facilities and services before a permit may be granted.
(c) All sponsors of parades using the streets and highways of the Village shall prior to holding any such parade post with the Fiscal Officer a bond or certified check on a solvent bank in the amount of five hundred dollars ($500.00) to reimburse the Village for its costs in cleaning up debris and correcting other unsanitary conditions resulting from such parades. Any funds not used for the purposes hereinbefore stated shall be returned to said sponsors.
