315.01 DEFINITIONS.
   (a)   Parade shall be defined as any march, procession, road race, bicycle race or motorcade consisting of persons, animals, vehicles or a combination thereof, upon the streets, parks, or other public grounds within the Village, that interferes with the normal flow or regulation of traffic upon the streets, parks or other public grounds.
   (b)   Public assemblage shall be defined as any outdoor meeting, demonstration, picket line, rally or gathering of twenty or more persons for a common purpose as a result of prior planning that interferes with the normal flow or regulation of pedestrian or vehicular traffic or occupies any public property.
