(a) Drive Thru and Drive-up Facilities. Drive thru and drive-up facilities of any sort are prohibited in all zoning districts in the Village.
(b) Walk-Up Windows. Walk up windows may be permitted with a conditional use permit provided the Planning Commission determines that there is adequate pedestrian waiting area and there is minimal conflict between pedestrian and vehicular traffic.
(c) Curbside Pick-Up. Curbside pick-up may be permitted with a conditional use permit subject to the following conditions:
(1) Pick-up spaces are designated spaces as approved by the Village.
(2) Pick-up spaces may not be counted toward the total number of required parking spaces unless approved by the Planning Commission.
(3) Pick-up spaces shall not exceed five percent (5%) of the total number of spaces unless approved by the Planning Commission.
(4) In vehicle dining shall not be permitted.
