303.12 TRAFFIC VIOLATIONS BUREAU.
   (a)   Council hereby establishes a Traffic Violations Bureau.
   (b)   The Clerk of the Traffic Violations Bureau shall be the Clerk of the Mayor’s Court.
   (c)   The Violations Bureau and the Violations Clerk shall be under the direction and control of the Mayor.
   (d)   Fines and costs shall be paid to, receipted by and accounted for by the Violations Clerk.
   (e)   The Violations Bureau shall accept appearance, waiver of trial, plea of guilty and payment of fine and costs for offenses within its authority.
   (f)   Council hereby establishes and publishes a schedule of fines and costs for all offenses within the Traffic Violations Bureau. The Mayor is granted specific authority to amend said schedule of fines and costs for all offenses within the Traffic Violations Bureau at subsequent dates that may be necessary. The schedule shall be distributed to all law enforcement agencies operating within the jurisdiction of the Court and shall be prominently displayed at a place in the Violations Bureau where fines are paid.
   (g)   Any defendant charged with an offense which can be processed by a Traffic Violations Bureau may, within seven days after the date of the issuance of the ticket:
      (1)   Appear in person at the Traffic Violations Bureau, sign a plea of guilty and waiver of trial provisions of the ticket, and pay the total amount of the fine and costs; or
      (2)   Sign the guilty plea and waiver of trial provisions of the ticket, and mail the ticket and a check or money order for the total amount of the fine and costs to the Traffic Violations Bureau.
Remittance by mail of the fine and costs of the Traffic Violations Bureau constitutes a plea of guilty and waiver of trial whether or not the guilty plea and waiver of trial provisions of the ticket are signed by the defendant.
   (h)   All cases processed in the Traffic Violations Bureau shall be numbered and recorded for identification and statistical reports required by law, the number of cases disposed of by the Traffic Violations Bureau shall be listed separately from those disposed of in open Court.
   (i)   The Deputy Clerk of the Mayor’s Court shall be the Deputy Violations Bureau Clerk to act as the Violations Clerk when the Violations Clerk is not on duty.
   (j)   Hours of operation shall be 9:30 a.m. to 2:00 p.m. each and every Tuesday.
