(a) Paid Parking Zones. The establishment, placement, and configuration of paid parking zones on Village streets and Village parking lots shall be in acccordance with the Parking Zone Map authorized by the Mayor.
(b) Prohibited Parking. No person shall park a vehicle in any area on a Village street or parking lot that is designated as a paid parking zone without having made the required payment for the time in which the vehicle is parked in the paid parking zone.
(c) Enforcement Hours. Payment of parking within paid parking zones shall be required twenty-four (24) hours per day, seven (7) days per week, unless otherwise indicated by the Mayor or Council.
(d) Rates. The paid parking rates shall be established by the Mayor in accordance with any agreement with the Village parking system vendor.
(e) Separate Offense. A separate offense shall be deemed committed if the vehicle remains in violation of subsection (b) after a period of six (6) hours after the initial citation is issued.
(f) Village, Public Utility and Emergency Vehicles. Whenever it is necessary for Village, Public Utility, or Emergency Vehicles to park in paid parking zones in order to conduct service calls or other public business, they may be permitted to do so at no cost.
(g) Parking Violations Bureau. Pursuant to Village of Peninsula Ordinance No. 10-2015, the Village has previously established a Parking Violations Bureau in accordance with Ohio R.C. Chapter 4521. All parking infractions issued pursuant to this section shall not be considered a criminal offense, and instead, shall be handled in accordance with the provisions, requirements, penalties, and procedures contained within that Parking Violations Bureau Ordinance.
