This initial sewer fee while the system is being planned, designed, and/or constructed shall be $15.00 per month per addressed property containing a building in the Wastewater Service District. Sewer fees are owed by the registered owner of the property and shall be billed to the address indicated on the property tax duplicate unless the property owner or their authorized agent requests the bill to be sent to another address. This sewer fee shall be effective starting with the month of April, 2018, and the fees shall be billed quarterly in advance. The rates shall be reviewed and revised by Council prior to or during the construction of the system in order to establish future sewer charges that are proportional to the burden and/or amount of discharge the property owner places on the system. If a sewer fee owed pursuant to this chapter is not paid in full by the due date, which shall not be less than 30 days from the date of the invoice, a late fee of ten percent of the amount due shall be added to the balance owed.
