For the protection of the health, safety, and welfare of the Village and its inhabitants, it is declared to be necessary to establish and collect a sewer fee from property owners within the Village Wastewater Service District in order to establish a source of revenue to assist with the payment and re-payment of costs associated with the planning, design, construction, operation, management, maintenance, improvement, and/or repair of a wastewater collection and treatment system for the Village Wastewater Service District.
