1341.03 PREREQUISITES.
   No permit shall be issued by the Mayor unless the applicant has properly submitted an application, pursuant to this chapter, and the application shows to the Mayor’s reasonable satisfaction that:
   (a)   The Chief of the Valley Fire District has been notified in writing of the manner and time of the planned action and has not responded to the notification within thirty days or has determined that the proposed time and manner of demolition can be accomplished without endangering life and property in the Village, subject to such reasonable conditions as the Chief may require.
   (b)   The Chief of Police of the Village of Peninsula has been notified in writing of the manner and time of the planned action and has not responded to the notification within thirty days or has determined that the proposed time and manner of demolition can be accomplished without endangering life and property in the Village, subject to such reasonable conditions as the Chief may require.
   (c)   The Road Commissioner of the Village of Peninsula has been notified in writing of the time and manner of the planned action and has not responded within thirty days or has determined that the proposed time and manner of demolition can be accomplished without endangering life and property in the Village, subject to such reasonable conditions as the Commissioner may require.
   (d)   The applicant has done all things necessary to fulfill any such conditions required by the Fire Chief, Police Chief or Road Commissioner.
   (e)   The applicant has taken such reasonable steps to assure that any hazardous or dangerous materials will be safely contained during the course of the demolition and that any disposal will comply with any applicable federal, State and local laws or regulations.
   (f)   The applicant has notified all utilities having service connections within the building such as water, electric, gas and sewer and a release has been received from said utilities, stating that their respective service connections and appurtenant equipment, such as meters and regulators, have been removed or sealed and plugged in a safe manner.
   (g)   In the event that the property is served by a septic or self-contained sewage treatment system rather than a sanitary sewer, the applicant shall take all necessary steps to assure that the on-site system is not damaged in the procedure and that sewage is contained during the procedure.
   (h)   The applicant shall further post with the Village a cash or surety bond in the sum of one thousand dollars ($1,000) as and for any costs incurred by the Village or any damages to the public streets and highways caused by said demolition in favor of the Village of Peninsula.
