(a) No person, partnership, firm or corporation, whether property owner or agent thereof, shall begin work in the Village for the demolition of a building until and unless a permit for the demolition is first obtained from the Mayor.
(b) No person, partnership, firm or corporation, whether property owner or agent thereof, shall demolish a building, except according to the conditions, if any, imposed through the permit process herein provided.
