(a) There is hereby established a Village Planning Commission consisting of five members; the Mayor, one member of Council to be selected by the Council for the remainder of his term as member of the Council, and three citizens of the Village to be appointed by the Mayor, for the terms of six years each; except that the term of one of the members of the first Commission shall be four years, and one for two years. All such members to serve without compensation.

(b) The Planning Commission shall meet on the fourth Tuesday of every month.
