In addition to any other provisions of this chapter, the approval by Council must be granted by ordinance for the operation of any refuse or waste disposal site, regardless of the type of operation or material involved, and shall include, but not be limited to, such uses as the disposal of garbage, industrial or domestic waste, refuse, or scrap material, or disposal by burying, burning, or otherwise of such or similar material by any name or process.
