When garbage or rubbish has been set out on a public street or alley for collection, no person, except an Authorized Collector and its employees, shall remove any rubbish or garbage. When rubbish or garbage has been set out on private premises for private disposal, no person shall remove the same or any part thereof without the consent of the owner, occupant or lessee of the premises.
