945.05 COLLECTION BY VILLAGE OR PRIVATE HAULERS.

No person, except Authorized Collectors, shall collect or remove any garbage or rubbish accumulating within the Village or use the streets, avenues, and alleys of the Village for the purpose of collecting or transporting the same.
