(a) All garbage and rubbish from single, double or multiple residential units shall be placed in approved containers.
(b) Every owner, tenant, agent, lessee, occupant and other person in charge of any and every building, premises or place of business in the Village shall provide, or cause to be provided, to the exclusive use of such building, premises or place of business, approved containers for the reception of all garbage that may accumulate on or about the premises.
