(a) Every owner, tenant, agent, lessee, occupant and other person in charge of any and every building, premises, or place of business in the Village shall provide, or cause to be provided, regular collection and disposal by an Approved Collector of garbage and rubbish generated in the building, premises, or place of business, of which he is in charge, so that no garbage or rubbish remains on said premises longer than ten days without being removed.
(b) Garbage and rubbish in approved containers shall be deposited on or near the curb directly in front of the building, not later than 6:00 a.m. on the date established for collection, nor earlier than 4:30 p.m. on the preceding date. Containers remaining after collection shall be removed from the curb and replaced on private property by 8:00 p.m. on the collection date. When a combined refuse collection program has been established, garbage and trash shall not be collected unless the same has been deposited in approved containers and in the locations hereby provided.
(c) No person shall place on the curb, carpet or brush, for curb side collection unless it is cut, bundled and tied so that bundles are not more than four feet long.
(d) No person shall place on the curb, automobile parts for curb side collection except for automobile tires that are not mounted on rims.
(e) No person shall place concrete, construction or demolition material, dirt, sand, gravel, or bricks for curb side collection.
(f) No person, being the owner of a building, shall permit or suffer a violation of this section to exist in front of such building. It shall be prima-facie evidence that such owner did suffer or permit a violation of this section when garbage or rubbish has been left on or near the curb for a period of two hours, such period being outside the time permitted by this section.
