945.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
   (a)   “Approved container” includes plastic bags, recycle containers, metal or plastic “garbage cans” and any other containers which are consistent with the terms of any franchise awarded by the Village to a duly licensed refuse hauler to collect and dispose of Villager refuse.
   (b)   “Garbage” means any matter, substance, or waste resulting from the growing, handling, storage, preparation, cooking or consumption of food, including animals (including fat and bones), fowl, fish, fruits and vegetables, including animal and bird feeds.
   (c)   “Rubbish” means rejected waste such as rags, excelsior, straw, clothing, shoes, rubber, and other scraps, burlap, broken glass, crockery, enamelware, tin cans, cooking utensils, hardware, and tree and grass trimmings or any other items approved for collection. However, the term does not include liquid or solid hazardous wastes.
   (d)   “Hazardous waste” means waste that is hazardous by reason of its pathological, explosive, radiological or toxic characteristics.
   (e)   “Authorized collectors” means:
      (1)   Any employee of the Village engaged in the collection and disposal of garbage and rubbish, while in the employ of the Village;
      (2)   Any private refuse hauling person or firm, who has been awarded an annual franchise by the Village to collect and dispose of Village residential garbage and rubbish;
      (3)   An individual, homeowner, tenant, agent, lessee, occupant and other person in charge of any and every building, premises or place of business in the Village, when engaged in the collection or disposal of garbage and rubbish generated or originating in the building, premises, or place of business of which he is in charge; or
      (4)   A duly licensed, refuse hauling person or firm, who has contracted with any commercial or industrial establishment for the collection or disposal of commercial or industrial garbage and rubbish.
