No person shall sell or offer to sell, in the parks and on or from the street, sidewalks, and alleys of the Village, any ice cream in any form, popsicles, ice sherbets, or frozen desserts of any kind; hot dogs or other sandwiches, peanuts, popcorn or other similar products after 10:30 p.m. or before 11:00 a.m. on any day.
