(a) No peddler shall park, stand or stop, for the purpose of making any sale within 1,000 feet of any school property, between the hours of 8:00 a.m. and 4:00 p.m., during the school term.
(b) No peddler shall make a sale or delivery to any person while such person is standing in the roadway.
(c) Each peddler or his vehicle shall be equipped with a receptacle for the disposing of wrappers, papers and envelopes or other containers. No peddler shall fail to pick up such wrappers, papers and envelopes after any sale or delivery of his products.
