No peddlers, huckster, itinerant retailer or other person shall engage in the business of selling, or offering for sale, vegetables, fruits, provisions, goods or merchandise or anything of value, upon the public streets, alleys or other public places of the Village without first obtaining a license for such purpose from the Mayor, who may, pursuant to the terms of this chapter, deny the permit if the applicant fails to comply with the terms and conditions as set forth herein.
