137.01 SURFACE WATER DRAINAGE.
   (a)   No zoning permit shall be issued by the Village of Peninsula until the applicant has secured approval in writing by the Street Commissioner as evidenced on such prints or drawings or a permit issued by the Street Commissioner permitting the proposed construction sought by applicant.
   (b)   The Street Commissioner shall be empowered to make all necessary and reasonable requirements on the applicant as it relates to surface water drainage on the proposed lot within the Village.
   (c)   All rulings and decisions of the Street Commissioner as it relates to surface water drainage for which the applicant disagrees may be appealed to the Board of Zoning and Building Appeals by paying the requisite fee as set forth in the Zoning Ordinance.
   (d)   The Zoning Inspector shall not issue a zoning permit to any applicant who has not secured from the Street Commissioner a drainage permit or approval.
