541.06 DESTRUCTION OF SHRUBS, TREES OR CROPS.
   (a)   It shall be unlawful to remove or cut-down, any tree in any street, right of way, parkway, or other public place without having first secured a permit therefor from the Chair of the Grounds Committee of Council.
   
   (b)   It shall be unlawful to injure any tree, vine, bush, shrub, or sapling planted in any such public place.
   (c)   It shall be unlawful to attach any sign, advertisement, or notice to any tree in any street, right of way, parkway or other public place.
   (d)   Any tree which overhangs any sidewalk, right of way or any other public place in the Village or such as to impede or interfere with traffic or travel on such public place or shall obstruct street lamps and interfere with the fire alarm wires shall be trimmed by the owners of the abutting premises on which such trees grow so that obstruction shall cease. Any limb of a tree which has become likely to fall on or across any public way or place shall be removed by the owners of the premises on which said tree grows or stands. Such removal shall be in accordance with subsection (a) hereof.
   (e)   Any person violating any provision of this section is guilty of a minor misdemeanor.
