The establishment of the Department and Commission is being undertaken in connection with an economic development project in the town and, in connection therewith, the Town Council finds that a nonprofit community development/building corporation (the "Building Corporation") should also be established in connection therewith. The Town Council President, with the advice of counsel, is hereby authorized to undertake all actions necessary and appropriate to establish the Building Corporation, including appointing the initial members thereto.
