§ 51.21 SYSTEM DEVELOPMENT CHARGES.
   (A)   A system development charge shall be instituted on all new commercial development and industrial development in the town. In addition, a system development charge shall be instituted on all residential development on a per unit basis when that residential development contains at least four lots.
   (B)   System development charge for electric.
      (1)   New customers as defined in division (A) to the town electric utility shall be charged a minimum system development fee of $2,000.
      (2)   The system development fee shall be $2,000 for all residential development, as described in division (A).
      (3)   For commercial development and industrial development, the system development fee shall be $2,000 for structures containing up to 4,000 square feet. For any structure which contains over 4,000 square feet, there will be an additional $.50 charge per square foot above 4,000 square feet.
   (C)   The Town Manager shall have the authority to reduce the commercial rate for low volume users on a case-by-case basis.
