(A) It shall be unlawful for any person to allow or place any mail and newspaper receptacles or trash receptacle containment structures to be installed on the village right-of-way after the effective date of this section without first obtaining the permission of the Village Board.
(B) Said receptacles or structures may be removed by the municipality at the expense of the owner of the property upon with the obstruction or hazard is located, should the owner fail or neglect after reasonable notice to do so.
(C) This prohibition shall apply only to prospective placement of any such receptacles or structures and not to those currently in place.
