SCHEDULE V. TRUCKS, TRAILERS AND TRACTORS.
   (A)   (1)   It shall be unlawful for any person to operate a truck over 7,000 pounds gross vehicle weight on Slaughter Avenue within the village limits.
      (2)   Notwithstanding the above restriction, nothing in this division (A) shall prevent delivery vans, trash pickup vehicles or other customary service vehicles from entering Slaughter Avenue to serve residences located on Slaughter Avenue.
   (B)   (1)   It shall be unlawful for a truck over 10,000 pounds, a semi-trailer or a tractor trailer combination to be dollied down, parked or off-loaded from its tractor on any village property or in a residential zone, except between 8:00 a.m. to 6:00 p.m., without a permit. Any vehicle found violating this section shall be ticketed. The owner and driver, if a separate person from the owner, of any vehicle found violating this division (B) shall be guilty of a misdemeanor and shall be fined pursuant to the following fine schedule:

Fifth offense and subsequent offenses
No less than $125, nor more than $500
 
      (2)   Any and all subsequent offenses, in order to merit a fine as prescribed above must be committed within a 12-month period following the date of the first offense. Permits may be issued by the village office for emergencies, mechanical breakdown or good cause shown. Any person who, due to emergency, mechanical failure or for good reason shown, feels that he or she may come into violation of this division (B) and wishes to be exempted therefrom and is unable to obtain a permit from the village office because the office is closed, shall immediately notify the village police. The village police officers shall investigate and if such officer finds that there is an emergency, mechanical breakdown or good cause shown, they may issue a warning in writing with a copy to be filed with the Village Clerk. The owner of the violating vehicle shall endorse a receipt of the warning. The owner of the violating vehicle shall then have three days to remove said vehicle. If such vehicle is not moved within three days, said owner and vehicle are subject to the penalties as set out above. Nothing in this division (B) shall be construed to apply to recreational vehicles.
