(A) Gas bills shall be due and payable monthly at the office of the Village Clerk. The Utilities Superintendent shall read or cause to be read water meters monthly between the first day and the third day of the month during which service is used.
(B) The Utilities Superintendent shall direct the Village Clerk to charge and collect from each customer for the amount of gas consumed since the last examination, together with any other charges, properly itemized, due the Gas Department. Bills shall be disbursed by the Village Clerk by the first of each month following the month in which the service was used and due by the twenty-fifth of each month.
(C) Bills paid after the twenty-fifth day of the month shall have a penalty charge added thereto in an amount set by resolution of the Board of Trustees and on file at the office of the Village Clerk. Bills not paid by the twenty-fifth day of the month following the month in which the service was used shall be deemed delinquent. Any person having a delinquent bill for services provided by the village is subject to discontinuance of such service.
(D) Upon being deemed delinquent as herein defined, the Village Clerk shall give written notice to the consumer of such delinquency and shall demand payment immediately. In the event the bill is not paid within seven days, weekends and holidays excluded, after the sending of said notice, it shall be discretionary with the Utilities Superintendent to cut off service at any time; provided, if the delinquent consumer is a known welfare recipient, it shall be the duty of the Village Clerk to notify the consumer by certified mail of the proposed termination and to notify the Department of Health and Human Services. The Utilities Superintendent shall assess an additional fee, set by resolution of the Board of Trustees and on file at the office of the Village Clerk, in the event that gas is shut off to compensate the village for the additional hook-up necessary to again provide gas service to the delinquent consumer.
