(A) There is hereby established a delinquency charge of 5% of the utilities furnished to the consumer. All village utilities shall be billed by the first of the month; said utility bills shall be due at the village office by the fifteenth of the month; and a delinquency assessment of 5% of the utility bill (excluding tax) shall be added to the bill if not paid in full by the fifteenth of the month.
(B) The delinquency assessment shall apply to all city services including electricity, water, gas and sewerage.
