(A) It is the purpose of this manual and the policies contained herein to establish and maintain a uniform and equitable system of personnel administration for employees of the village. The adoption of this manual is meant to ensure that employment with the village shall be on the basis of qualifications and that employees will benefit from a work environment which will encourage them to render their best service.
(B) The personnel policies within cover all full-time and part-time employees.
