§ 36.060 PROMOTIONS AND TRANSFERS.
   (A)   The village encourages current village employees to apply for vacant village positions for which they are qualified. Promotions and transfers are based on the department head recommendations, work force requirements, performance evaluations, job descriptions and related village requirements.
   (B)   Regular employees are eligible for promotions, transfers or voluntary demotion. To be considered for another position, an employee must have satisfactorily completed the probationary period and posses the qualifications for the vacant position unless such requirements are waived by the Village Board in the best interests of the village.
