§ 32.192 COMPOSITION AND QUORUM.
   (A)   The Diversity and Heritage Advisory Board consists of 15 regular members and ten alternates, who live or conduct business in the city, with a strong commitment to the mission of the Diversity and Heritage Advisory Board. The Mayor and each City Commissioner shall appoint three regular members. The Mayor shall appoint two alternates and each City Commissioner shall appoint two alternates. Alternates may only be appointed from the district in which the appointing Commissioner resides; with the exception of the Mayor's appointments, who may reside in any district. Alternates may only be seated at a meeting for voting and quorum purposes in the absence of a regular member. There shall be a rotation of alternate members by district to vote in the absence of a regular member from the same or different district.
   (B)   In the event that a Diversity and Heritage Advisory Board meeting does not have a quorum, the first alternate members shall be from the same district of the absent member for voting and quorum purposes.
   (C)   However, in a meeting in which there are no alternates from the district of the absent member present, then alternate members from another district or a Mayor’s appointee shall be seated for voting and quorum purposes through a rotation process.
   (D)   Once the rotation goes through the appointees from the four districts and the Mayor’s appointees, then the rotation shall start over from District 1.
   (E)   In the rotation process, the Clerk or the Clerk’s designee shall designate the alternate being seated for quorum and voting purposes based on where the last meeting ended. If at the last two meetings a district or Mayor’s appointee was seated for voting or quorum purposes, then at the next two meetings, the next alternate in the rotation shall be from the next consecutive district or a Mayor’s appointee. For example, if the District 1 alternates are not present when it is their turn in the rotation, then the alternates from District 2 would be next in the rotation. However, if the alternates from District 2 are not available, then the alternates from District 3 would be next in the rotation. This pattern would continue for District 4 and the Mayor’s appointed alternates.
   (F)   In the event that a District’s alternates are not present at a meeting in which it is their turn in the rotation, then the next time those alternates will be called in the rotation will be in the normal course pursuant to this section.
   (G)   Notwithstanding the foregoing, every alternate present at each meeting, regardless of whether they are seated for voting and quorum purposes, shall have the opportunity to participate in the meeting.
