§ 157.02 FINDINGS; LEGISLATIVE INTENT.
   (A)   Findings.
      (1)   The State Housing Initiatives Partner- ship Act (“Act”) provides for the establishment of local housing assistance programs;
      (2)   The city wishes to provide for the housing needs of its citizens, and to promote the efficient location, design, and provision of affordable housing;
      (3)   The city desires to establish a local housing assistance program; and
      (4)   Ordinance 1119, passed 4-19-95, establishing the Local Housing Assistance Program of the city remains in effect until the monies allocated under the 1997-1998 Fiscal Year Program are expended in accordance with such ordinance.
   (B)   Legislative intent. The purpose of this chapter is to implement the Act, including, without limitation, the following:
      (1)   To increase the availability of affordable housing by combining local resources and cost saving measures, as applicable, and by using private and public resources to reduce the cost of housing;
      (2)   To promote more compact urban development, and to assist in achieving the growth management goals contained in the adopted local comprehensive plan by allowing more efficient use of land so as to provide housing units that are more affordable;
      (3)   To establish a strong sense of community through increased social and economic integration;
      (4)   To build the organizational and technical capacity of community-based organizations so as to optimize the role of community-based organizations in the production of affordable housing;
      (5)   To promote innovative design of eligible housing, and its supporting infrastructure, to provide for cost savings in the provisions of such housing;
      (6)   To promote expedited permit processing systems for affordable housing; and
      (7)   To promote review procedure for plan provisions that impact affordable housing.
