§ 124.03 SECURITY REQUIREMENTS FOR CHILD CARE FACILITIES.
   The security requirements set forth in this section shall supplement all security requirements established by the Florida Department of Children and Families, as well as any other agency regulating child care facilities.
   (A)   All child care facilities shall keep all doors locked against unwanted entry during hours of operation and at all other times while children under the age of 18 are present.
   (B)   All child care facilities, shall install at least one panic alarm button in a convenient, accessible, and inconspicuous location in the facility. All panic alarm buttons shall be professionally installed and maintained in good working condition.
   (C)   All panic alarm buttons in all child care facilities shall have a redundant power supply and the ability to report to the alarm company attempts to disable the system.
   (D)   All child care facilities shall install a door access control system for all primary entry doors in the facility. All door access control systems shall be listed, professionally installed and in good working condition.
   (E)   All door access control systems in all child care facilities shall have a redundant power supply and the ability to report to the alarm company attempts to disable the system.
   (F)   Such door access control systems shall comply with the reguirements of access-controlled egress door assemblies, as set forth in the Florida Fire Prevention Code. Such systems shall not have the function to “buzz” occupants out or interfere with egress.
   (G)   Permits shall be reguired for alarm systems which include but are not limited to door access control systems and panic alarm buttons (“alarm permit fees”).
   (H)   All alarm permit fees for child care facilities that come into compliance within 180 days of the effective date of this chapter shall be waived by the city.
   (I)   All property owners, tenants, and operators of child care facilities shall perform maintenance of all panic alarm buttons and door access control systems to ensure that all panic alarm buttons and door access control systems are in good working condition.
   (J)   The door access control system and panic alarm button shall be tested annually by a licensed and qualified service contractor during the course of the fire alarm system's required annual testing.
   (K)   The Fire Prevention Bureau shall verify that the door access control system and panic alarm button has been tested as outlined per division (J) during the required annual fire safety inspection.
