Any person applying for a new or renewal contractor's local business tax receipt shall be required to submit his new certificate of competency to the City Clerk as part of the application of the local business tax receipt. Only those certificates of competency issued by Broward County, Dade County, City of Hollywood, Florida, or the City of Fort Lauderdale, Florida, shall be accepted by the City Clerk for this purpose.
