This subchapter shall be enforced by the City Manager or his delegate, who may be the Code Enforcement Officer. That person is authorized to apply to any court of competent jurisdiction for, and the court, upon hearing and for good cause shown may grant, a temporary or permanent injunction restraining any person from violating any provision of this subchapter, and thereafter enforce the terms of the injunction.
