§ 114.25 DECLARATION OF LEGISLATIVE FINDINGS AND INTENT.
   (A)   The City Commission finds and determines that the present inflationary spiral has had and is having a deleterious effect on the consumers of food in the city. Specifically, the City Commission is cognizant of the widespread emotional distress caused by the practice of repricing and remarking certain commodities offered to the public for retail sale merely because the retailer has become aware of a new and higher wholesale price, the cost of which is not related to the cost of existing goods. The adverse impact on consumers appears to be the greatest in the area of retail sale of foods.
   (B)   It is the desire of the City Commission to reduce the psychological harm to consumers who are the victims of arbitrary repricing where it is possible to do so and thereby to contribute to the stabilization of food prices. The City Commission also finds that preventing this consumer abuse will have the effect of enhancing the good will and public image of the city retail food merchant. Further, by preventing unfair repricing practices, consumers will also be informed as to the relative age of food products offered for sale and thereby have the opportunity to make an intelligent choice.
   (C)   The City Commission realizes that this subchapter will not cure the national inflation, but regards its requirements as a valuable method of lessening the inflation's impact on the people of the city.
